This came up a few months ago on the newsgroup.
Neither the CFB nor the ISFC require tope to be killed for a record or
claim to be made. All they require is an accurate reading from a
certified scales. It is not possible to get an accurate reading at
sea.
Why not go ashore with a live fish? A tope could be kept in a live
well or maintained in a fishbox with wet rags if someone wanted.
Why would someone concerned about the welfare of pregnant tope fish
for them in breeding/pupping season?
