What if, instead of a satellite, the payload on the rocket was an
astronaut (or Kimnonaut or whatever they'd call him). Would it still
be acceptable to shoot it down?

I see the N. Korean nuclear weapons as being purely defensive. They
don't have enough fissionable material to win a nuclear exchange. In
fact they may not have any functioning nuclear weapons at all. But the
threat of them being able to retaliate with great casualties against
any attempt to dislodge the leadership is all they need. "You attack
us, Seoul (or Tokyo or Wasilla) fries" about sums up their strategy.

OTOH, the threat to restart the nuclear reactors, if the rocket is
destroyed, is a clear danger. As long as the Koreans only have enough
material for a couple bombs, they won't be losing control of it...
they need it all. But if the centrifuges start turning again, putting
out enough enriched Uranium to build more bombs, then the chances are
greater that some eventually will end up in people's hands who have no
Motherland to defend. I doubt if Al-Queda would care very much if we
nuked the Hindu Kush or Kandahar or the South Yemeni mountains in
retaliation for a nuclear egg going off in Chicago or L.A..

So I'd let the N. Koreans launch their missile. Study its flight and
its capabilities. Use that knowledge to build appropriate defenses, if
necessary. Using our nascent missile defense capabilities to *try* to
shoot it down is not without risks. What if we miss? Right now,
through the use of pretty highly controlled tests we can make a case
that we have the capability to destroy attacking missiles. Just like
the N. Koreans can use the *possibility* that they have nukes to
dissuade attackers, us having the *potentiality* of destroying
launched missiles is of far greater deterrence than it would be if we
shot and missed ( a distinct possibility), weakening the deterrent
affect of the self-defense claim.

the culmination of the complete erosion of American diplomacy which
commenced way back a couple of months ago. A once proud nation has
