Penn 309 line guide?
 

I've noted that when I'm letting out line on my Penn 309 levelwind reel in
freespool mode, the line guide doesn't move back and forth but rather stays
in one place.

It moves and guides the line normally when I am retrieving.

Is this normal for this reel?

That is both normal, and desired, the level wind gears causes drag when
casting or letting out line, disengaging it during casting, has been a
reel standard, on "most" high quality reels for over 50 years now
