No, that simply wont work, as these programs are designed to ( and
will only) run on a server. The usual installation involves loading
the program to webspace ( a server disc with an address you can reach
from a browser, i.e. www.myspaceataserver.com or similar), with an FTP
programm such as filezilla;

you need the FTP address and password from the webspace provider for
this.

You then call the installation routine from the address where you
installed it, using your browser, and follow the instructions.

You can install these programs on local machine if you use a server
package like WAMP;

This allows your local machine to run a webserver and give you only
local access. Everything runs on your machine, but as if the program
were running on a webserver.

You can also install a webserver that will serve the internet from
your machine, as well as allowing local operation;

this is more complex, but it works. ( A lot depends on your bandwidth
and access as well). The easiest method is to use free webspace such
as this;

register and load the software to the address provided. Run the
software as directed.

Various techniques are used to prevent anybody else accessing your
space, ( reaching your installation program per browser for instance)
and most software has built in safeguards against hacking. Normally
the only way to alter anything in the program except as defined is per
FTP and with a password that only you have.

This is all fairly complex though and you need to know what you are
doing.
