Atop the light stanchion to our left were four or five spot lights that were blinking, not quite at strobe speed, but quick pulses, alternating among the group. I don't believe this was present further down the Mall, only at 4th St. It was a bit distracting/annoying before dawn, but was less noticeable in daylight. Still, it never stopped all day.
