We could use the "oh, the poor underpaid teacher" proposed solution.
Increase the pay of congresscritters in the expectation that we will,
then, get better ones.

Keep 'em distracted, says I.

Short of sawing their legs off and beating them severely about the
head and shoulders with the sloppy ends (which, I suspect, is illegal
in most states) I can't think of much that would keep them distracted
for long enough to make any difference.
