Limited Fishing Access

On a In Fisherman Show they were showing some fantastic country and
sturgeon fishing. It was in Hells Canyon of the Snake River.
The guide and Fisherman were talking about him being one of the few or
only one permitted or licensed by the National Forest Service to fish
the River, in the Canyon.
That just doesn't sound right.
It's our National Forest but we can't go there except as a paying
customer of the Guide Service?
