Of course you do, the license is "Water" bound not "Property" Bound..

Yes, visit EA website and they make it quite clear.

Rod Fishing Licences

As an angler it is most important for you to know that anyone aged 12 years
or over who fishes for salmon, trout, freshwater fish or eels in England and
Wales must have an Environment Agency Rod Fishing Licence.

A rod licence is a statutory requirement (in other words it is required by
law) and entitles the licensee to use a rod and line to fish. Rod licences
are issued by the Environment Agency. They differ from permits (often
referred to as tickets or day tickets) which give permission to fish a
particular water or waters and are issued by fishery owners, angling clubs
and so on.

Rod licences can be purchased from any Post Office in England and Wales, on
our telephone sales line: 0870 1662662 (for Full and Junior licences only).

licence question

how can they enforce it if they have to enter private property?

Probably can't.

Just remember don't fish with a carbon rod in a thunderstorm or when you
hear a helicopter ;-)

they are entitled to enter private property to uphold the law, plus
they could photograph you from the opposite bank or even use a boat,
they would have no problem catching you as they know where you live!
For the sake of a poxy 23 quid, you'd be as well getting the licence
then you can fish wherever you like without looking over your shoulder
all the time.

Even if it says you can, you still need a licence.
