Boat Motor Problem
 
A friend of mine has a 1990 Mariner 115, and his power trim is not
working, it just makes a clicking sound, could it be bad relays?

Sounds like it could be. I am not familiar with Mariner engines but on my
Yamaha I had 2 relays,one for up and one for down. When I started having
trouble with my up trim I just switched the relays to see if the trouble
followed to the down side and it did. The click seems to indicate that power
is getting to the relay.

IIRC, the clicking is the relay working. Check for power to the tilt/trim.
Aso check for another trim switch that is "stuck" - I've had these symptoms
with my Johnnyrude.

It sounds like the motor to me, but the way to check is to make sure power
is getting to the motor.

Probably the solenoid.
Try jumping across the solenoid to see if it works then.

Boat Motor Problem
 
Sometimes there is an audible click with the solenoid energizing but
it may still not engage. Mine clicked when you threw the switch but
still did not work. I was able to lower the motor by jumping the
solenoid. It's an easy test.
