How frequently should the line on a reel be changed?

For example I have 5lb line that is 4years old and has not been used
in those four years...

I have not been sea fishing for many years and only then as a young
boy. I have a day off on Monday and have some kit I can borrow and
giving it a crack...

Should I opt for lures or a lug/ragworm...
