The reason for the mono backing is because that braided line tends to slip
on the reel.
Another reason: $$! Filling the reel 2/3 full with cheap mono and
finishing up with the expensive line can save big bucks, especially if
you re-spool frequently. Also, you can extend the life of expensive
line by reversing it, i.e., lay the line out across the yard, clip it
off at the mono backing, re-tie the used end to the backing, and
voila!--new line is on top.
