Yes there is

It's called, "Fast Orange" waterless hand cleaner, you can get it from
Auto Zone, for 99 cents for the 8 Oz squirt bottle. The trick is put it
on dry hands, it will not work if you wet your hands first, then you can
either rinse it off, or just use a rag. It totally removes the fish
smell, and also totally cleans your hands, I always have some in the
boat and in the truck
