Go to this link and print out the application form. It requires
sending it in (snailmail), and picking up the permit at a local police
station (near the reservoir of your choice). You'll need Adobe Acrobat
Reader to read and print it, as it's a PDF.

It looks like you need a permit to access the area, but not a special
fishing permit. Is this true?
