It is called a reducer because that is what it used to do.
Before the current trend of slim rods, the butts on the old beachcasters
were too thick in diameter to fit the coasters when casting with the reel
on the bottom of the rod.
A slim section was made to fit into the bottom of the rod to attach the reel
to.
This reduced the diameter of the butt, hence the name. "Reducer"
These days I believe it is used when fishing with the reel on the bottom of
the rod, during winding in,
fitting the reducer section effectively puts the reel further up the blank.
making the task easier.
As for casting with it fitted, don't forget what is is designed for and
check that the joint in adequately reinforced.
