First of all, that's not "plastic wrap"--it's thread which has been
either varnished or epoxied. Secondly, you can probably remove the
guide without cutting the thread by pulling and wiggling it with
pliers, like a dentist pulling a tooth (ouch!).

You can then insert a new guide underneath the thread after coating
the foot with epoxy glue. You can also work some glue beneath the
thread with a toothpick. I've done this several times on BPS
rods--makes 'em good as new!
