Any automotive paint supply store has a product that will do this. They call it wax and grease remover. It is used to remove any surface contaminates before painting. Just wipe it on with one rag, and wipe it off with a clean dry rag. This will not hurt the gelcoat. You can then re-wax or polish the gelcoat. Sometimes if you use a polish and then wax, you will get a much better shine.
