the chances that anyone will rent to you without local knowledge is slim.
There are just too many ways to wreck a boat, and it is extremely difficult
to get them repaired in that part of the world (they don't have a lot of
part shops)

One person in Belize offered to sell me a boat, and then buy it back if I
returned it in the same shape!!

It is posssible to get someone with a boat to take you out, and stay with
you. May cost you an extra $100, but that may be worth it.
