Bill was "Right On".
Something I always did was use clear tying thread. This way you can add
glitter or whatever to the head, and still see the colors the fly was tied
with.
I found epoxy to work, then I tried Hard Head by Loon, less messy.

Go to your local fly shop and buy some of the recommended ones and then
tie
up. My all time favorite for stripers, blues and albies is an all white
clouser with plenty of pearl flash. Size to whatever you are fishing for.
Don't forget to epoxy the head and color the head thread red before you
epoxy.
