condition - e.g., neat folds, no tears, stamps (if any) undamaged. Paying
$1 for most clean licenses, more for licenses with multiple stamps, most
for unusual stamps such as hoopnet, setline, paddlefish, 2nd day/2nd rod.

I'm not saying that Mr. Cotton is trying any kind of scam or anything, but
many fishing licenses contain the licensee's Social Security number,
address, etc. Everything an ID thief would love to have.
