Everyone has there own way of doing things.
I would say most wear them over their vest or chest pack.
Here in California it seldom rains so we don't sell that many short fishing
rain jackets.
If you are going somewhere that you know it is likely to rain a lot like
Alaska in the Fall, then get a really good "commando" Gore-Tex raincoat.
If you are in the mountain trout streams I like a very light rain jacket
that I can keep in the back of my vest. It is good for a rain jacket and a
wind breaker too.

being able to get access to all that gear either.
Or do you buy one loose enough to wear either way? That would make for one
very baggy jacket, imho.
