The actual port is run by normally a government operation. Port Authority
of New York, Port of Oakland, etc. The Port that P&O ran is a pier complex.
Just one of the pier complexes in the total port. Maresk, etc also run
"Ports" in the total port complex. They do not get the total "PORT", just a
pier or set of piers. Except for the Chinese Army and the Naval Port of
Long Beach.
