The idea is to make up for some of the tax money you pay and they don't.

are buying tackle and gas there all year - non residents only while
visiting.

Visitors pay a lot more into the state coffers vs. getting services. Is a
good way to increase revenues without upsetting voters. Same reason that
Houston added a tax (14% I think) to rental cars to pay for the new Houston
stadium.
