That is an impossibility! The charter is like the US Constitution, its only
on paper--sort of. If there is no one to *enforce* the charter, a
moderator, nothing can be done to ensure what it is that you want.

- expectation of some contribution of all members

- fish species agnostic
- no flaming anyone for killing, or releasing, of legal fish
- common courtesy and an atmosphere of mutual trust and respect will be
observed at all times

Not necessarily. While there's no real authority, there can be pressure
put on people and you can report abuses. Without guidelines, however,
where do you start? I've seen excellent results in groups, such as
rec.crafts.brewing, that just hav egood, willing posters. Posters that
respond to every single post in the negative are ostracized by the
community. Anyway, it's a starting place!
