guideline that has been forged from many years of experience and has stood
the test of time:

Leaders practice 2-deep leadership procedures. Two leaders must be present

(Scout, camper, or sibling) at any time.

To follow this rule you would need to restrict participation in the event
to
boats rated for four people, but I think you could probably send out two
youths with two adults per boat, with the adults acting as coach/mentors
to
assist the youth in their fishing.

Its for conversation, but also because a mutual friend of ours brought it up
a while back. I brought up child safety as an issue and he dropped it, but
I would like to see something happen in that arena. Maybe if I could reduce
the risk or suggest some ideas he might take up the idea again.

If you really want to get into that ball of worms, the
Kid's parent/guardian rides along as an observer.

But as wacko as some parents are these days, I'd avoid the issue
altogether.

LOL. I had thought of that, and came to the same conclusion.
