Generally, you should have to pump the primer bulb a couple of
times/squeezes (til it gets hard) before you start it for the first
time each morning. You usually shouldn't have to repump it that day
unless you had the motor up for a decent period of time.
This is a good part to check frequently (Symptoms bulb needs
replaced: Is bulb feeling too hard? or too soft? Does your motor act
like you are running out of gas on the water until you repump up the
bulb?) and one I often replace every couple of years or so.
