We stocked a 2-acre pond here in Illinois a couple years ago with 3-5

You need to be using very small natural baits, try crickets, on a number
8 long shank hook,, small red worms, wax worms, mealy worms, another
great bream bait is raw shrimp,, cut it into pieces just big enough to
cover the end of that number 8 hook,, you can also cut up a few and
scatter it in the water where your going to fish.
Although many bream are caught on lures,, it is not the most productive
way to fish for them,, and like you say you have little bass jumping on
those lures before the bream can. You will still get a bass or two that
hit the bream baits
