Is An Uninformed Vote Better Than No Vote?

Why can't someone figure out a way in which to give every registered
voter a
"voter's number", which would be their's for life, no matter where they
might move to. This number could alway be tracked, by the federal
government.
Figuring out how to do it is child's play. Selling the idea is another
matter entirely.
Hell, we all carry a federal i.d. now, SSN. Why can't that # serve the
purpose for voting?
I have never pretended to be of any great intellect, but this seems a no
brainer to me? Am I incorreect in assuming that the government has a record
of all VALID SSN #s. If so, why couldn't that # be use to vote? You can't
get a job or driver's license without it, in NC anyway.
Like I said, it wouldn't be hard to do. The trouble is that there are
a lot of people opposed to the idea for all kinds of reasons.
Personally, despite some serious concerns about privacy issues I don't
have much trouble with this one. As a matter of fact, Becky and I were
discussing this matter on the way back from voting earlier this
evening. It occurred to me that I could easily have walked in, given
my neighbor's name and address, and voted for him.
