Default johnson outboard

My first guess when you said the relays were working was the motor. You
should be able to hear the motor turning. You could also check the
connections to the motor or if accessible even put power to it diectly.

Don't know about Johnson, but for a Merc a trim motor is atelast a few
hundred bucks. I got lucky and found a cguy who was clearancing some older
motors when teh one on my 1982 Black Max went Otherwise it would have been
closer to 400.

And firstly before taking my word for anything go post on
bassboatcentral.com There are guys there who know how to fix anything.
