Default Yamaha 40HP Outboard - no power to starter?

PROBLEM:
From time to time, the there is a total lack of power to the motor.
The power trim will not work, and the starter will not engage at all.
It's as if there is no 12V battery attached to the system. After 10
minutes or so of attempting to get the trim or starter to work, it comes
to life & everything works fine.

I have not dug into it yet, but here's the plan:
1. Check the see if there is a safety pin that is defective or missing
2. Check the neutral safety switch 3. Check the key-lock switch (but trim
does not work with key on or off)
4. Poor grounding, etc.

Here is my question:
Assuming that the manual control box checks out OK, is there something
like a relay (or similar) inside the motor housing that could be
defective?

If this is a common problem, please post your thoughts.

BTW - this is the BEST outboard that I have ever owned, this is the first
real problem that we have ever had - and I suspect it's something simple
to fix.
