Having just returned to rofb recently, I am relearning the ins and outs of
correct rofb etiquette. Upon examining my last reply, my memory seems to
indicate that replies should be below (after) the post responded to. Is
there a way to get Outlook Express to automatically format and add the reply
beneath the post being responded to? OR, is it a matter of manually
keystroking so that the reply appears beneath the post?

I would first suggest you use a true dedicated newsreader.

But if you insist on OE, most folks swear by the QuoteFix addon for it.
