You just need a package that gives you the functionality you require.

Some low resolution cams will even work on dial-up, but it is
difficult to determine which beforehand.

Many satellite and radio solutions are quite expensive. Check to see
if your television provider offers internet facilities. Many cable
companies now offer this functionality on their cables.
