More bull****. Newsgroup creation in the alt.* hierarchy does not
require a discussion phase or a vote phase, only in the Big Eight
hierarchy (comp.*, humanities.*, misc.*, news.*, rec.*, sci.*,
soc.*, and talk.*) are those necessary.
