There is enough blame on that subject to go around. Barney Frank and

Also, remember under Johnson's administration the high level White
House aide that got caught "going down" on some guy?

There have been "incidents" on both sides of the aisle, but the Studds
one is the most serious. He remained in office, was not forced to
resign, and was never punished for his "error in judgement."
