It all depends on what you mean by "most of the time" and "wider variety
of conditions."

On the waters I fish I think fly fishing (especially if you include bait
:-) will outfish spin fishing. The main exception would be high lakes.

OTOH, I tend to fish where fly fishing is rewarded.
