Easy. Simply google it.

Question: Who determines what rich and poor is? I had a couple at
the food pantry on Thursday driving a three year old BMW 5 series.
Should they be paying a higher toll than, say, The Handyman in his new
fishing car. And, no, I didn't miss your point. d;o)
