In the "Wild West", a felon got his guns back as he left prison. As to
the "Wild West", you were more likely to be murdered in NYC under Tammany
Hall.
Oh..of course Im all in favor of the felon getting his guns back after
a time in prison.
If there had been a need to kill him, they would have done it before
he got to prison. Even during his crimes.
And there is always the next time.

Maybe his felony is cooking the books. Not a violent crime. An embezzler.
Lots of felonies are not for violence.
