I'm trying to identify something that was found in a tackle box about 30
years ago, a photo of it can be seen he

The word Citronelle is stamped on top of the tailfin and Western Germany on
the other fin. The part hanging out of the bottom swivels up into the fish
and appears that the small pin could be there to hold something.

It's five inches long, anyone know what this thing is? Thanks for taking a
look.
