hey, i am being bombarded by popups hawking "spyware protect 2009
alert" purporting to warn me of an "infiltration alert", asking me to
click on "yes" to "block this attack", and accompanied by a "windows
security alert" that contains grammatical errors.

anybody know how to deal with this?

This is most likely the notorious Conficker Worm, a piece of malware of
such sophistication and flexibility that you're just ****ed.

From
http://en.wikipedia.org/wiki/Conficker:

The origin of the name Conficker is thought to be a portmanteau of the
term "configure" with German word Ficker, which means "****er."

I recommend crushing your computer, liquidating your assets, contriving a
new identity, and moving overseas.
