Either will work. I've tied them with both materials and have fished
them side by side and there seems to be no difference. Chenille holds
up much better than herl and since its in the original recipe, that's
what I use. Just make sure you tie in the hackle first with the wing
over that. Otherwise its just a Rio Grande Trude (which also catches
fish just fine, but not as well as a PL).

I spin 2-3 peacock herls together with some thread to give it some
strength. Without it, the fly last two, maybe three fish. With the
thread in there, I've got a couple still in my box that I know I've
got 10 or more fish on.
If you're tying smaller flies, this even works with one herl.
