That's a neat enough publicity gimmick for the state of Wyoming and
kudos to the guy who dreamed it up, but for the standard two week
fishing vacation that sounds like more driving than fishing.

I'd just as soon stay in one spot and relax than motor about the
state in pursuit of a "certificate." But that's just me, I guess.

As for hints, cutthroat are not hard to catch, all you have to do
is find them.
