I am not sure that all states require it, but Montana does. Most of
the others that I have checked also require some sort of safety
course.

You may find this interesting though. This is taken from
http://www.doj.state.mt.us/enforceme...edweapons.asp:

"People who hold permits from the following states may not carry
concealed weapons in Montana because their state laws do not
expressly require background checks of permit applicants: Alabama,
Delaware, Hawaii, Maine, New Hampshire and Rhode Island."

That even worries me. I can understand why people would be against
concealed weapons permits in those states. Not only would I
understand, but I'd even agree with them.
