That's a pretty poorly worded regulation. Walking, talking, shouting,
running, fly fishing etc. could "disturb or worry" wildlife.

It's not poorly worded-- my understanding is that it's intentionally
worded that way so that conservation officers can charge people who
intentionally disturb animals for the purpose of interrupting legal
hunts with "hunting without a license"!!



That may be its intent, but it's still a poorly worded regulation. I
can't see how it would be upheld if someone challenged it.
