I do exactly the same altough -and it is allegedly an error, I often tend
to keep normal trouser underneath in normal to warm weather - and in winter
wears even both on top of one another underneath waders i.e. the typical
breathable skin layer and on top Sims fleece bibs.

It's a bad idea to wear cotton anything under waders. If you take a
soaking they'll take forever to dry.
In warm water I wear a pair of nylon "shell" pants. In somewhat colder
water I add a pair of fleece pants. In really cold water I add a pair of
thermal underwear.
