The answer is yes, no, maybe, and it depends. If the water level
fluctuates, you would want to make it to float. If the water level is
static, a solid dock would work, but then, you have those occasional

floods
and acts of God that might raise the water level, and float the thing

loose
and damage it.

As stated, check codes first! Then I would ask and look around to see how
others did it. They probably did it from the trial and error and mistakes
of others.
