I subscribed on Oct. 29, 2003 and still no Nov/Dec issue. Is this the
norm?

Yes. Monthly (or bi-monthly) magazines typically come out a month to 6
weeks before the cover date, and it usually takes a couple months before
you get your first issue after subscribing. I wouldn't worry about it
til mid January.
