Just an idea...but....
What about having a break off of rofb like "rofb youth" org.
What about setting up a day before or after the tournament dedicated to
having fishing lessons for kids or kids tournament?
It might bring the media and more donations from local establishments.
And would definately peak the interests of the youth...
You could probably contact a local youth org or national one to get the word
out.

I agree with you that every individual needs to decide for
themselves...but this does not have to be public. At work, we do things
during the year to raise some money, then at Christmas, we find some
families that need some help, only they and us know about it...no
publicity, just people helping people is all. My thoughts along the line
might be to help some inner-city kids discover fishing, share what we
all love.
