That is flat wrong. It depends, of course, on what waterways you've seen
and for how long you've seen them. For example, the Bush administration
fighting efforts to restore the salmon and steelhead runs in the Pacific
Northwest. Their court-ordered draft federal salmon plan rewrite is a
joke. Fortunately, it's getting lots of opposition from Congress,
fishing communities, tribes, businesses, and the press.
