I just bought the LL Bean Stowaway wading jacket. It's light enought to
wear in warmer months but cut large enough to allow for adequate layering on
colder days. The cuffs are good, sealing tightly. Packs into an internal
pocket for on-stream storage.

It's not high latitude blizzard bomb-proof. But it is Gore-tex Extreme wet
weather certified and it is reasonably priced.
