Irfanview is good (and free)

Lazyman's method is to drag the pic to the browser, resize if necessary
with browser "zoom level" and do a rect area capture with MW Snap3 (also
free, and great for quickly converting those yEncs to jpegs)

Since you are using OE, I'll assume you are using a Windows platform.

Right click on the file/photo you want to resize. Now choose "Open
With". That will give you a list of programs you have that may be able
to do the job. If you have a registered MS Office, then that's a
pretty straight forward option to use. If you have a printer, most of
them come with software that will allow you to resize your pics.

Without a list of programs you have available, it's hard for anyone to
tell you how to do it.

But even of you don't already have a program that will do it, there
are plenty of free ones easily found with a google search.
