Is there any good trout fishing in SW Oregon in the winter? I see by the
regulations there are streams open.

I've had good midge fishing on the "holy water" section of the Rogue at
X-mas time when my in-laws lived there

IF you do a search, you'll find a half dozen guides working in the Medford
area. There is also a new fly shop in Medford, but I was unable to locate
it doing a web search. Ken Morrish at the Ashland Sporting goods shop that
Bill K recommended (1-541-488-1202) once told me that he does most of his
trout fishing in California.
However if the "Holy Water" is open in the winter, you should try it. It is
a small section of the river between two dams that is catch and release. It
is supposed to have large tropy trout. I can't sear to that, but it has
numerous trout. It is located northeast of Shady Cove off of HWY 62 on the
way to Crater lake.
